It does have the ability to create greeting cards and it includes a selection of pre-formatted cards but the artwork is more business oriented. I would not compare it to MS Greetings.
You may be satisfied with 'MS Picture It! Publishing 2002 Platinum Edition'. Also marketed as: 'MS Picture It! Publishing Platinum 2002 5th Anniversary Edition'.

Find the Greetings99 program HOMEPUB.EXE in C: Program Files Microsoft Home Publishing. Right Click properties Compatibility and set to Windows 2000. Grretings99 hopefully will work for you. Since the real setup didn't properly finish it will have put an application(s) in a Machine RunOnce Registry to re-install. This will pop up every re-boot unless you root it out of your registry. If you also have Picture-It 2 Express on you setup, I found it installs and runs without setting the SETUP.EXE or the program file compatibility to Windows 2000.
